  The answer to this question, in the light of the latest techniques that are developed is “yes”
 

  The “Seismic Isolation” techniques that is used primarily by Japan and United States of America, and also in other states that are located in earthquake band including New Zealand, Italy could already been implemented in Turkey.
  Said system that is placed particularly at hospital, fire extinguishing department, school and state buildings can reduce and lower the strength of an earthquake from 9 to 2. The system can both prevent the fatalities and also destruction on machinery and equipment that are located within the building.
